
Two men were injured by gunfire during a chaotic scene in St. Paul late Monday afternoon, and three suspects were taken into custody, according to the St. Paul Police Department (SPPD).
Shots were reported around 5:30 p.m. in the area of the RiverCentre and Rice Park, where a large crowd was present for a reported graduation event.
Video clips submitted to Crime Watch Minneapolis and other videos posted online showed disturbances and a chaotic scene at the time.

SPPD is among numerous Minnesota police agencies that have switched to encrypted dispatches, which conceals real-time law enforcement information from the public, so their initial radio traffic for the incident wasn’t immediately accessible. However, Ramsey County deputies and officers from other agencies responded to assist, so communications were eventually broadcast on a publicly available radio channel.
One injured party was reportedly shot in the face and showed up at United Hospital; he was subsequently transferred to Regions Hospital. Police were notified that a second injured party who was shot in the leg had shown up at United Hospital, where a fight was also breaking out, according to dispatch.
Meanwhile, officers reported that they had three people “proned out” in a parking ramp that they were trying to take into custody to determine if they were involved. A vehicle was also located that contained a firearm, according to available dispatch audio.
A large area search ensued for the original crime scenes and to recover casings, some of which were located outside the Ordway Theater and outside Grand Casino Arena. Bullet fragments were also found at the Kellogg underground parking ramp.
SPPD later released a statement about the incident:
“At approximately 5:30 p.m., Saint Paul Police officers responded to multiple 911 calls reporting shots fired at the RiverCentre parking ramp.
Officers arriving on scene reported hearing active gunfire in multiple areas. Officers were able to secure three different scenes — outside Grand Casino Arena, the RiverCentre parking ramp, and outside the Ordway.
Two victims, both young adult males, were located suffering from non-life-threatening gunshot wounds.
Three possible suspects were taken into custody a short time later nearby. Investigators from our Non-Fatal Shooting Unit responded and are currently working to determine what led to the shooting.
This is an active and on-going investigation and there is no further information at this time.”
The names of the arrested parties were not immediately available.
