Democrat State Rep. Brad Tabke, DFL-Shakopee, is helping lead a local anti-ICE network and organizing “ICE Watch” trainings in his district.
Screenshots from a Zoom training published by the account Libs of TikTok list Tabke as a “host” of the meeting. The information posted by Libs of TikTok shows Tabke answering questions from those attending and personally sending out invitations for people to join the “Scott County ICE Watch Zoom.”

“You have the legal right to follow ICE agents. You cannot obstruct,” a slide from the Zoom training reads. Another slide in the training includes specific instructions on how to properly follow ICE agents. The training also directs participants not to open their vehicle doors or windows if approached by an ICE agent.
“ICE has a tendency to break laws and threaten to kill us so we need multiple people together to document and keep them as honest as possible,” Tabke wrote in a comment answering questions from those who attended the ICE Watch training.
Tabke also commented that there are plans to introduce a bill to require the government to pay for windows ICE agents break on cars when arresting individuals.
The activities are part of the Scott County ICE Watch network, which operates multiple Signal chats including a rapid response group for confirmed ICE operations, a daily dispatch chat for sightings and patrols in Scott County, and a general chat for strategy and news discussions.
Screenshots from the training include a tutorial on how to utilize whistles, noting that “ICE hates the show we put on,” and information on how to “patrol” for ICE agents.
“Make sure that you know the area you are patrolling. If you need help, dispatch can direct you where to go and drop google map links in the chat,” the slide states.
Tabke, a Democrat representing Shakopee in Minnesota’s House District 54A, has been publicly criticizing ICE for months. In December, he posted TikTok and Facebook videos announcing the formation of an “ICE Watch Shakopee” group with about 200 members to “observe and document” potential ICE activity.
In one video, Tabke said the group was created to address community fears and emphasized it was not intended for obstruction. “We are not there for obstructionism,” he stated. “It is not there to be stopping law enforcement activities.”
He also has been live posting the locations of federal agents to X, telling people where he saw them and how to spot ICE agents.

Tabke addressed some of the criticism he has received in a recent Facebook post, saying “online crazies are trying to spin this into some sort of secret cabal of extremist criminals.”
“In Shakopee, we are training more and more community members each day in ICE Watch because it is the right thing to do,” he wrote. “DM me to join our work against ICE’s lawless tactics that are making us less safe.”
