A federal judge dismissed a civil lawsuit this week filed by the family of Ricky Cobb II against Minnesota State Trooper Brett Seide.
“Minnesota State Troopers Brett Seide and Ryan Londregan took part in a traffic stop that led to the fatal shooting of Ricky Cobb, II. The personal representative of Cobb’s estate sued Seide and Londregan, asserting claims of unreasonable seizure and use of excessive force. Seide now moves to dismiss the claims against him. For the reasons below, Seide’s motion to dismiss is granted,” Judge Nancy E. Brasel said in her Tuesday order.
She wrote that Seide “did not violate any clearly established rights” during the July 2023 traffic stop in Minneapolis that resulted in Cobb’s death. During that incident, Cobb was shot by Trooper Ryan Londregan, who was criminally charged by Hennepin County Attorney Mary Moriarty at the beginning of 2024.
The high-profile case came to an end when Moriarty dropped the charges against Londregan last June, followed by Brasel dismissing the Cobb family’s civil lawsuit against Londregan in October. Additionally, an internal affairs investigation of Londregan was completed last year and found the state trooper did nothing wrong.
