State Rep. Elliott Engen is demanding the resignation of White Bear Lake Area Schools Superintendent Wayne Kazmierczak after district officials said a 22-year-old was able to enroll at the high school under a false identity.
As Alpha News reported, the man, identified by sources as Kelvin Luebke, allegedly posed as a senior under the name “KJ.” He was arrested Sunday in Plymouth and later booked into the Anoka County Jail on unrelated charges of theft and lewdness.
Engen, a Republican representing District 36A in the northern Twin Cities — including White Bear Township — issued a letter Tuesday calling the incident a “catastrophic lapse in basic enrollment verification protocols, student safety measures, and administrative oversight.”
“This breach not only allowed the perpetrator to commit illegal sexual acts against a minor but also exposed countless students to unnecessary danger, undermining the trust families
place in our public education system,” he wrote.
Engen urged the school board to act swiftly, writing, “White Bear Lake parents, teachers, and students deserve better than the failed leadership of Dr. Kazmierczak. It’s time for him to resign.”

Principal says district followed enrollment process
Principal Russ Reetz told families in an email this week that staff “promptly started an investigation” after receiving reports that an individual enrolled at White Bear Lake Area High School was over the age of 21.
He said the district followed its enrollment process, which is “as rigorous as state law allows,” but the individual apparently used “fraudulent documentation and a false identity.”
Reetz said the individual has been banned from district property and that both the school and White Bear Lake police are continuing to investigate.
When asked Wednesday about Engen’s call for the superintendent to resign, the district pointed back to Reetz’s initial message to families about the incident.
Police investigating possible fraud and unlawful conduct
On Wednesday, the White Bear Lake Police Department released a statement on Facebook, saying the department is working “in close partnership” with school staff, who have been “fully cooperative,” and said investigators are pursuing possible “criminal violations.”
“Initial information suggests that falsified records may have been used to facilitate his enrollment,” the department said in a press release. “Our investigators are pursuing possible criminal violations related to fraud, forgery, and unlawful conduct involving interactions with minors.”
Police said the 22-year-old has been transferred to Washington County Jail.
School board member calls incident ‘broken trust’
White Bear Lake School Board member Dan Skaar also weighed in Wednesday, releasing both a video and a written statement calling for new leadership.
“This incident represents broken trust,” Skaar said in his video message, adding that he has been “a respectful voice of opposition to the status quo.” He said he previously asked for a security assessment of district facilities on Sept. 8, which would include measures to verify “who’s in the building.”
In his press release, Skaar said: “Under the current superintendent and the policies ushered into our District under his tenure, we are not fulfilling the obligations to our community. It’s time to restore trust for our students, parents, staff, and taxpayers with new leadership. Students deserve to feel safe at school. Our community deserves better.”
Skaar noted that he was speaking only on his own behalf and not for the district, board, or staff.
Lawmaker cites growing frustration among families
In a follow-up statement to Alpha News, Engen said Superintendent Kazmierczak has presided over a district that has “consistently and repeatedly been in the news — but for all the wrong reasons.”
“This latest disgusting incident being chief among them,” Engen said. “Barring the Superintendent’s resignation, parents, students, and teachers will continue to lose trust and look elsewhere. The radio silence from Superintendent Kazmierczak, and all but one member of the School Board, speaks volumes. Parents are livid and want answers.”
Engen also pointed to his own family’s connection to the district, noting his youngest brother is currently a junior at White Bear Lake Area High School. “Every story consistently points to one main issue: the adults entrusted to lead our schools are incapable of leading effectively,” he said.
Kazmierczak has not responded to Alpha News’ request for comment.
