A Minneapolis police officer was fired earlier this year after she was accused of alerting her brother that he was a suspect in a shooting and had been placed on an “attempt to identify” bulletin within the Minneapolis Police Department (MPD).
A public memo released by MPD late last week regarding the matter describes that Chanica Hall was accused of “neglect of duty by delaying, deterring, withholding information, undermining, or compromising MPD processes, procedures and practices regarding the proper identification of a suspect and damaging, undermining, or compromising relationships with internal and external stakeholders.” The memo was signed by former Minneapolis Police Chief Brian O’Hara in April of this year.
The allegation states that on Sept. 18, 2025, while on duty and eating lunch in the Fourth Precinct rollcall room, Hall observed a confidential Daily Information Briefing (DIB) with still shots of a shooting suspect police were trying to identify from two days prior.
Hall later told investigators that the photos resembled her brother, but she didn’t know if it was him or not. It was later confirmed that the suspect was Hall’s brother.
Hall admitted to using her personal phone to take a picture of the DIB and later sending it to her brother. A forensic exam of Hall’s phone conducted by another agency showed that Hall called her brother while on duty and within an hour of observing the DIB and later exchanged several text messages with him.
Within the text exchange, the brother stated, “You got me worried sis.” Hall later indicated that she’d call him when her shift ended after 2 a.m.
Hall did not notify the MPD investigator who posted the DIB of her belief that the images could be her brother. Nor did she disclose any of her communications with her brother to police.
A review panel subsequently found that Hall had violated stated MPD policies and procedures by not disclosing the information, which caused a delay in the apprehension of her brother by several weeks. A second allegation was also sustained indicating that Hall had disclosed confidential information to a non-MPD employee, i.e. her brother.
The memo indicated that Hall was under investigation by the Minnesota Bureau of Criminal Apprehension (BCA) for potential criminal charges.
The Hennepin County Attorney’s Office, under Mary Moriarty, ultimately declined to file criminal charges against Hall, citing the burden of proof applicable to such charges and the fact that Hall was a material witness whose cooperation was required in criminal charges filed against her brother.
The internal investigation also found that Hall had omitted pertinent familial connection information from her MPD pre-employment background packet by not listing her brother. According to court records, Hall’s brother had several criminal convictions on his record at the time that Hall completed her pre-employment background packet.
The investigation and review concluded that Hall’s conduct in the case was an “egregious violation of her duties as a Minneapolis Police Officer and of the trust that this Department places in each of its members.”
Hall was discharged from her position as a result of the investigation.
Crime Watch Minneapolis had been alerted to the concerns within MPD over Hall late last year and filed a data practices request regarding her employment status. A reply received from MPD indicated she was still employed with the department as of mid-December but that she also had two open internal affairs complaints active at the time. Details contained in the complaints were not provided at the time.

Hall’s brother, Jeffrey Cardell Rogers, was ultimately charged in the Sept. 14, 2025, shooting in Northeast Minneapolis, where a man was shot in the stomach during an apparent robbery attempt. Rogers fled the scene following the shooting. The case remains active in Hennepin County District Court with a jury trial scheduled for January, but Rogers is out of custody on bail.
