Since being released in 2017, MNLARS which was a new computer system for vehicle titles and license tabs has been a massive failure. The system cost over $100,000,000 to implement and yet has caused long lines, incorrect fees and various problems that have frustrated Minnesota residents and business owners.
The legislature in 2018 became so frustrated by the incompetence of the new program that they requested a special report by the non-partisan Minnesota Legislative Auditor. The office of Minnesota Legislative Auditor produced a lengthy report that paints a grim picture for the quality of leadership coming out of the Minnesota Department of Public Safety (DPS) and specifically Commissioner Mona.
The commissioner of DPS, however, is the leading candidate to become the next US Marshal. This appointment would allow Dohman to escape the controversy and essentially get a promotion. Her friend and ally US Senator Amy Klobuchar is pushing for a quick confirmation of Dohman.
The report released by the auditor blames the lack of attention and leadership from Commissioner Dohman as one of the direct reasons for the failure of MNLARS

Some current and former DPS officials told us that MNLARS did not receive enough attention from top department management after Ellison retired in 2014. They said that, in their opinions, the DPS commissioner (Ramona Dohman) did not do enough to ensure the success of MNLARS. At times, they said, the commissioner did not give sufficient attention to the project or did not appreciate the importance of engaging top agency leadership in the project.
