A 29-year-old Oregon sex offender recently attempted to enroll as a student at Maple Grove High School, but staff became suspicious and reported him to police.
Makayla Ray Craig is now facing three felony charges, including forgery and two counts of aggravated forgery.
According to the charges filed in Hennepin County District Court, Craig attempted to enroll under the auspices of the McKinney-Vento Homeless Assistance Act, a federal law first passed in 1987 to support the housing, educational rights, and stability of homeless people in the United States.
The criminal complaint describes that a person attempted to enroll under the name Molly Lennox Fox and represented themselves as a 17-year-old homeless youth from Oregon with no documentation. The enrollee was insistent on immediate placement, citing the McKinney-Vento Act. The person was subsequently enrolled in an online program due to the lack of identification.
After police were contacted by staff, they discovered that Molly Fox was actually Craig, who was born in July 1997.
Police learned that Craig told school staff members before they met that he looked older than 17 so that staff would not seem concerned when they met. Craig also noted being concerned about being mistaken for Makayla Ray Craig, who is a registered sex offender out of Oregon.
In a post-Miranda statement to police, Craig identified himself as Molly Lennox Fox, with a birth date of Jan. 27, 2009. Craig said that becoming sober was a contributing factor to wanting to start school, and he claimed to have never attended school.
Craig told police that he initially applied to another school in Minneapolis and said he was accepted to an alternative high school. Craig told police he was planning to go to school in person to “get the full experience.”
Craig said due to crashing an unlicensed vehicle he was driving, he decided to look for a school closer to where he was staying, so he applied to Maple Grove High School with the intention of attending in person.
Craig admitted to completing the enrollment-related forms of his own accord.
Maple Grove police released the following statement:
“On October 22, 2026, a 29-year-old male, Makayla Craig, who is homeless, was formally charged in Hennepin County District Court with felony aggravated forgery for allegedly attempting to enroll in Maple Grove Senior High as a student using false records. Craig is currently being held at the Hennepin County Jail on $50,000 bail.
On October 19, 2026, a school district employee became suspicious of a student enrollment application. The employee notified a Maple Grove school resource officer, who initiated an investigation. On October 20, 2026, Maple Grove officers located Craig in a public parking ramp. He was arrested on probable cause charges, booked at the Maple Grove Police Department, and later taken to the Hennepin County Jail. Officers also learned that Craig is a registered sex offender in Oregon.
Craig never completed enrollment with Maple Grove Senior High School, and he was never present on campus as a student or in any online classes. The Maple Grove Police Department credits the school district staff for their alertness with the incident, quick action to notify a school resource officer, and collaboration in the investigation. The case remains an active and ongoing investigation. Additional information will be released as appropriate.”
Craig remains in custody on $50,000 bail and is scheduled to make a court appearance on Friday at 1:30 p.m.
Forgery charges were filed earlier this year against 22-year-old Kelvin Micaiah Luebke who was enrolled as a student at White Bear Lake High School in 2025. That case came to light after “numerous teen girls … had contact with Luebke and were concerned about his advances.” That case is still active in Ramsey County, and Luebke is out of custody on bail.
