Arrest made in serial vandalism of elderly woman’s Minneapolis home

The Minneapolis Police Department announced on Friday that an arrest has been made in the serial vandalism of an elderly south Minneapolis woman’s home.

Police said in a release that Rasheed Rasson Richardson, 44, is in custody in Hennepin County Jail on probable cause stalking and threats of violence. Richardson is booked under the alias of Lamar Johnson, the release said. Richardson also has criminal convictions under that name, and according to the state’s criminal history website, Richardson is known by several names and lists several dates of birth.

The home of Frances Mosley, 89, has been the target of vandalism nine times this year resulting in thousands of dollars in damage and the loss of Mosley’s sense of security.

The first incident occurred at the home on the 5100 block of Cedar Avenue South on March 25, according to comments on the YouTube page of Mosley’s son Sean, and continued through summer and fall. The latest report came Sunday night just before 10 p.m. when police were again dispatched to Mosley’s home on a report of damage to property. The suspect managed to elude police and reportedly fled in a vehicle with tape over the license plate.

MPD spokesperson John Elder said during a press conference Friday that a search warrant was executed at a residence on the 3500 block of Park Avenue South where Richardson was taken into custody.

Elder said that several detectives from different units worked collectively with both the victim’s family and the community to develop a suspect and obtain DNA evidence. Elder said the arrest was the result of “good old-fashioned police work by detectives that care.”

Elder said there is “prior knowledge” between the suspect and the victim, and that the suspect was known to the family of the victim. Elder said the suspect was upset over a property dispute.

A search of Minnesota court records shows three prior narcotics related convictions as well as fleeing police under the name Lamar Johnson.

Richardson is being held without bail awaiting formal charges and an initial court appearance.
