More cities have followed Rochester’s lead in mandating people to wear masks while in indoor public spaces.
The requirements come after many cities, including Rochester and Mankato, implemented mask-wearing policies. In Duluth, Minnetonka, and Excelsior, people will be required to wear masks in indoor public spaces such as bars, restaurants, stores, and other areas of public accommodation. Across the 3 cities, ordinances were approved unanimously by city council members.
“We are seeing throngs of people visiting our beautiful city of Duluth and doing so without wearing a mask or following social distancing guidelines. We need to keep our workers supporting this industry safe,” said the Mayor of Duluth, Emily Larson, to Governor Walz, according to MPR.

Age requirements for the ordinances range from 5 in Minnetonka, 10 in Duluth, and 12 in Excelsior. And in all the cities, people will be able to work out in gyms without masks.
During Excelsior’s City Council meeting, council members debated on the idea of increasing the fine amount per violation, but decided not to due to bookwork. Duluth went forward with the extra measure, with people being charged $100 for a 1st offense, $250 for a 2nd offense, and $1,000 for all subsequent offenses after that.
