Minneapolis Mayor Jacob Frey, St. Paul Mayor Melvin Carter, and Gov. Tim Walz all have suggested that many of the rioters wreaking havoc on the Twin Cities are from out of state, but jail records seem to show otherwise.
“We’ve seen long-term, institutional businesses overridden. We’ve seen community institutions set on fire. And I want to be very, very clear, the people that are doing this are not Minneapolis residents. They are coming in largely from outside of the city, from outside of the region, to prey on everything that we have built over the last several decades. The dynamic has changed over the last several days,” Frey said during a joint Saturday press conference.
Carter then said that “every single person” arrested by the St. Paul Police Department Friday night was “from out of state.”
“What we are seeing right now is a group of people who are not from here,” Carter added.
Gov. Walz said he thinks that as many as 80 percent of the rioters are from out of state.
Pioneer Press reporter Mara Gottfried found that 18 people were arrested by the St. Paul Police Department between Thursday and Saturday morning. Two were from North Dakota, one was from Wisconsin, another from Texas, and two more with unknown addresses. The remaining 12 individuals were all from Minnesota.

A report from Fox 9 claims that 38 of the 45 people arrested in Hennepin County between Friday and Saturday for rioting, unlawful assembly, stolen property, burglary or robbery were from Minnesota. That’s according to records from the Hennepin County Sheriff’s Office’s public jail roster.
Additionally, KARE 11 reporter Brandon Stahl discovered that the vast majority of Minnesotans arrested during the riots listed a Metro city as their address.
So, if we drill down to arrests made by all Minneapolis-based agencies for anything related to burglary, riot or unlawful assembly, here’s what we get:
