Two men have been charged with attempted murder for shooting a Bloomington restaurant owner during an attempted robbery in June, charges say. Both were recently granted stayed sentences on other convictions for violent crimes – and they may be connected to other recent violent crimes.
Marshawn Michael Davison and Devon Dwayne Reginald Glover are accused of trying to rob Kevan Tran, the owner of Penn Lake Roast Beef, on Tuesday, June 16, during which Tran was shot at the Bloomington, MN strip mall location on the 8900 block of Penn Avenue South, according to criminal complaints filed in Hennepin County.
Police were called to the scene just after 7 p.m. after Tran reportedly ran to a neighboring business to get help after being shot. Tran suffered a gunshot wound to his upper body following the confrontation inside his business, a local report stated.
Glover, 20, of St. Paul, is accused of pulling the trigger and has been charged with one felony count of first-degree attempted murder. Davison, 19, of Columbia Heights, has been charged as an accomplice with one count of aid/abet first-degree attempted murder.
Glover was charged in Ramsey County in late June related to a violent robbery of a St. Paul liquor store on June 23 in which authorities say he and two juveniles used a gun and demanded the cash drawer and threatened to shoot a female employee. The employee was pistol-whipped and beaten as she tried to escape.
Authorities believe the St. Paul robbery is tied to a rash of armed robberies and carjackings that have broken out across Ramsey County recently, according to a report on the charges against Glover. There have been 30 reports of people being robbed or carjacked at gunpoint in a similar manner over the last month the report said.
Following the charges in the St. Paul liquor store robbery, Bloomington investigators announced the charges against Glover as a suspect in the attempted robbery and shooting of Tran.
Davison was captured on July 1 after he fled on foot following a police pursuit into Columbia Heights.
Both Davison and Glover were identified in the criminal complaints as known to law enforcement and belonging to the “EBK/PBK” street gang.

Glover was convicted in June 2018 on felony second-degree assault with a dangerous weapon and was sentenced to 3 years in prison. However, the sentence was stayed by Ramsey County Judge Joy D. Bartscher, and Glover was ordered to serve 90 days in jail and was given credit for 28 days already served.
In January, Glover was convicted on a gross misdemeanor count of domestic assault – a conviction calling for a 365-day sentence. Again, Glover was given credit for time already served in jail and was released on supervised probation by Judge JaPaul J. Harris who stayed the remainder of the year-long sentence.
In late April of this year, Glover was charged with felony financial card fraud. He was ordered conditionally released on zero bail by Judge Paul Yang following initial court appearances. A subsequent June hearing was cancelled due to the “pandemic event” just days before the Bloomington robbery attempt and shooting.
Davison was convicted in January on aid/abet first-degree burglary of an occupied dwelling. Davison was granted a stay-of-imposition on his felony sentence by Ramsey County Judge Patrick C. Diamond and was placed on probation until January 2023.

Tran, 57, was originally admitted to the hospital in critical condition following the shooting. He has now been released from the hospital and is recovering from his injuries. In a Facebook post last week, Tran was pictured holding a sign thanking everyone who has sent wishes for his recovery.
The restaurant has been temporarily closed while Tran recovers, but a re-opening is planned for this fall, according to another post on the restaurant’s Facebook page on Saturday.
Tran’s niece set up a GoFundMe account to help with Tran’s medical expenses and overhead for the restaurant while he’s recovering. The fund states that Tran suffered two gunshot wounds resulting in damage to his liver, kidney and wrist. So far, the fund has raised just over $60,000.
Davison remains in custody in Hennepin County Jail on $1 million dollars bail and is scheduled to make his next court appearance on Aug. 5. Glover remains in custody in Ramsey County on the charges he faces in that county, and a future Hennepin County court date on the attempted murder charge is not known.
