The ATF is offering a $10,000 reward for information leading to the arrest and conviction of a man and a woman who are persons of interest related to fires set in St. Paul during the Twin Cities riots that followed the death of George Floyd while in police custody on Memorial Day.
Jose Felan, Jr., and Mena Dyaha Yousif are believed to be evading law enforcement after a video of Felan released by the Bureau of Alcohol, Tobacco, Firearms and Explosives went viral last week. The pair is believed to be heading south along the Interstate 35 corridor, according to an updated press release from the ATF.
Felan is accused of setting fires at multiple locations including Gordon Parks High School in St. Paul that serves disadvantaged youth,” said Assistant Special Agent in Charge Jon Ortiz, of the ATF St. Paul Field Division.
Anyone with information on the whereabouts of Felan or Yousif is asked to contact ATF. The preferred method for reporting information related to Felan and Yousif is by emailing NGSGvcf@ngs.tbi or submitting information via www.ReportIt.com. Provide as much information as you can relating to the man’s whereabouts. Tipsters can also call 1-888-ATF-TIPS (1-888-283-8477) if internet is unavailable.
Information can be submitted anonymously, but if a reward is sought, be sure to include contact information. Information eligible for reward must lead to the arrest and conviction of the individual.
